The short answer
Most children can start on a 3-wheel scooter from around age 2–3, move to a 2-wheel scooter around 5–6 as balance improves, and are ready for electric scooters from about 8+ (often with a manufacturer minimum age). Match the scooter to the stage and it grows with them.

Readiness beats the number
