A balance bike (no pedals) teaches the hardest part of cycling - balance - first. Kids learn to glide and steer, then move straight to a pedal bike, often skipping training wheels entirely. Training wheels do the opposite: they let a child pedal without ever learning to balance, which can delay real riding.
